Based on what? If Perez slowed to let Ocon by Ocon would be out of DRS from Ricciardo, wouldn't have gotten close and Perez would have had DRS on him and they'd just have passed each other a few times.

Ocon should have done what Perez would have, and attacked the guy ahead. Ocon was waiting for permission to pass rather than going and taking the position. 3rd was extremely unlikely for either driver, Ferrari have a MUCH faster car than FI or Red Bull, Vettel was always going to come through.

Frankly if Ocon had been allowed passed Perez, broken DRS to ricciardo Vettel would simply have passed both much earlier.
