It's not weird. Think about it, Waiting for Fury, waiting for Vega, waiting for Big Navi, no, wait some more for big Navi. remember before Vega launch? When the Tflops and bus width were leaked and people here did the paper napkin calculations and worked out it was going to be faster than the 1080ti. See how that worked out? Waiting for AMD hasn't proved itself to be the best strategy in the past. It's understandable that people are not convinced it will be different this time either.
Secondly, because of the all price gouging that goes on for months after GPU releases these days, Pre-Ordering has often been the cheapest way to get the card you want.
I hope AMD's RDNA 2 cards are fantastic and they have a great launch. That would be awesome. That would be the start, then next generation, if Nvidia release first, people will have a reason to consider waiting until AMD release their cards. A great card might not win them all they want this time around but it would set them up nicely for the future.
I find people on forums are impatient,but then most are geeks or very dedicated gamers. Just look at the number who upgrade just before a major launch(like Ampere was),and then regret it which doesn't make much sense.
For the most part everyone I know in the realworld is waiting to see what is being released by both companies,because realistically its the tail end of summer. A number are sizing up whether the new consoles are worth it,especially as some have older PCs,which need to have the rest upgraded. On top of this I knew of a reasonable number of people who already upgraded in the early aspects of the lockdown as they were stuck at home or working from home,so probably won't be really bothered. Its why hardware sales during the early part of the lockdown bucked seasonal trends.
So AMD/Intel/Nvidia probably have lost some of their later year sales to people who pushed their upgrades forward due to the current problems.
They are not going to change out a 6 month old GPU or CPU,if it runs what they need to run fine. It's also summer,most people I know are busy being outside after months of the restrictions. Many are getting back to physical work,so don't really have the time,so gaming isn't a real consideration right at this very second.
Maybe when winter hits,but not quite yet.
