Nope, I think they use the Peak power consumption in order to show how much the cards can be pushed up, with overclocking and under heavy stress load, and how much the PCB and its components can withstand the power consumption.
Gaming load can be anywhere between near the peak and 35-40% lower.

With these APUs, they achieved a transistor density of 62.8M / mm². I wonder if this is possible with RDNA 2 desktop GPUs?
Its getting so pathetic sometimes that I read a post and I can guess the username of who posted it, thats the level of fanboyism some posters have.
