The "questions" were based on the assumption that the people would want to approach the deer and the deer would want to charge and injure the humans, and that conflict was inevitable and no other outcome possible. The thing about deer roaming through cities during rutting season is interesting though. So which cities are those? Try not to dodge this question please.
If people are stupid they get hurt. If people are respectful and keep their distance (yes, that could include going inside and being mildly inconvenienced) then things can be resolved more beneficially to all parties.
