No, but they can hit moving targets by calculating the angular movement and matching it.

When you also consider that a good proportion of Russians don't want the war, and I would imagine a certain percentage of Russian forces actually have family in Ukraine. There's not much they can do out of fear of reprisals, but if they do a half arsed job and stay out of the way then it might give Ukraine a bit of an advantage.
Since they can't even stop their own soldiers stealing the fuel from the tanks the intel equipment was probably nicked and sold on the black market.
LoS, yes. However when the missile leaves the launcher, its under its own guidance. Can be used in top attack, or direct.

They're used Bayraktar TB2s's (UCAV's) recently, so could be those? Not entirely sure.

Still no video proof of these military transport planes shot down so all these things I doubt until video proof.

Javelins can hit tanks from over a mile away. Imagine a barrage of that.
edit: In this sounds like it wasn't tanks anyway.
