We shouldn't be rulling out some of these attacks are the work of the FSB (especially anything that results in the death of lots of civilians) to condition Russians into accepting stronger measures to support the war effort (think general mobilisation). At this point the only way Russia is going to get anyone to consider that they may be serious about peace is for them to offer a ceasefire and stick to it, until then about the only people who are likely to trust them in anything they say are those who are a bit gullible.
