You may well be right, but AMD were talking last week like they were going to properly present the 9070/xt, but didn't to wait and see what Nvidia did. So it's surely not like they have much to do. They've technically already announced the cards, it's just the specifics.
So the difference between the 9070 and the XT is purely boost clocks?
That would be a massive power play. I don't imagine it will happen, but at the very least they should launch before the 5070/tis come out.

AMD need to make sure it's competitive against the 5070/tis first. They cant rely on leaks.
Oh for sure, but they changed their naming scheme to make it absolutely clear what they're competing against. Whatever real-world performance is like, they're undoubtably aimed at the 5070 and should release before. Even if it's 30% better than a 5070ti and $250 cheaper they'll struggle if it comes out after it.
Or they just copied and pasted the numbers they didn't feel like guessing
if it's like past releases it could be down to chip binning with some cores disabled and voltage tweaks via vbios to match the required boost clocks.
