Pairs Nvidia Titan X with age old Xeon CPU. Yup that makes perfect sense

The dips are probably due to the CPU bottleneck...
For the OC have you tried 110% power limit and using a custom profile so your card doesn't throttle?
Does PhysX use cpu or gpu power as the pre sequel is ok with PhysX on medium
How in the hell is that turd COD using 10 gigs of ram? That makes no sense at all.
