It could be driver related. Its an older game now and I have not played it for years myself but it used to run fine on lower hardware than yours.

Open resource monitor and leave it running while you play 15 minutes of GTA5 then check it and see what's been hitting the CPU.so what should i do?

Why would you only recommend Ryzen?
That's mostly false if talking about game performance only. Even the 6700k was better than first gen Ryzen chips for games, if you trust Hardware Unboxed look up their newer video where they compare a lot of CPUs. Or even Digital Foundry.

A Core i7 6700K and an RTX3060 should easily be able to run unmodded GTA V at a locked 60FPS,at 1080p. The game isn't massively threaded AFAIK?

The system RAM is only at 2133MHZ,and that will cause lower gaming performance. Also,the RTX3060 has 12GB of VRAM.
A Ryzen 3600 is in another league to a 6700K.
Nvidia RTX cards need a very highend CPU or they tank performance. 12gb of VRAM isn’t going to help. It’s pointless to have 12gb of memory on the RTX 3060.
Cannot see GTA V is multi core optimised, so single core performance on a 6700k seems sufficient.
Op do you have GTA mods running i.e redux?
GTA V mostly uses 4 cores,and does not seem to scale well with SMT/HT.It uses an ancient engine,and if a Core i7 3770K and a GTX1660 can hit well over 60FPS at 1080p,a Core i7 6700K and RTX3060 will be more than enough to hit 60FPS.
Even with Redux, a Core i7 6700K and RTX3060 should be fine!

All you talk about is AMD being better. CPU’s and even GPU’s. I’ve only been on this forum a short while, and it’s as if a select few, you included are sort of AMD propaganda robots. Anytime others have shown you factual proof of something, you still don’t believe it.
I wouldn’t waste my time, like so many others I’ve noticed have, because it’s clear that’s what you want. You love AMD, I get it
