I'm using the Noctua D14 on mine and synthetic bench at 4.2ghz was 53 degrees, not tried it gaming yet, but playing pube-g @ 3.8ghz it was max of 36-37 degrees which seems reasonably cool.
It's not that surprising that your X5550 cannot reach 4.0 Ghz. It's essentially Bloomfield and my i7-920 could never reach 4.0 GHz either, no matter what I did to it. Ran it at 3.8 GHz for years before getting my X5650, which seems happy at 4.4 GHz (my motherboard less so).

I have a Cryorig H5 Universal and I was wondering how much difference a second fan would make in push and pull config. and whether I should invest in one for the long run...

Yeah times are bad for PCs. They were even worse before AMD got back into the CPU game, and it's a big reason so many of us are still rocking X58 rigs! A new 6c/12t Intel chip would set me back £380, plus £200 for RAM and £150+ for a decent motherboard. And that doesn't even take into account GPU pricing! No thanks.I tried the X5550 in GTA 5 and it ran seamlessly with a GTX 1060, which I got from an exchange shop for £180 using a £70 voucher I had. Initially, I was planning to buy the 6gb card brand new but it was £80 more on Black Friday compared to the 3gb model, which was a rip off!! Suffice to say that I didn't choose the best time to build a computer!

I get 9.69 @ 4.1ghz
9.84 @ 4.2ghz
9.93 @ 4.3ghz
Haha good to know, I only paid £20 for it. Seem to be limited to x22 multi, running it at 200 BCLK. Would have to bring BCLK up even more to go higher. Is the multi my board or cpu limiting it?
TDP throttling. I had to cross-flash my BIOS to get around this.Good to know, keep seeing drops to x20 too, with speed step disabled? Any ideas?
