2005 Canadian Grand Prix

It's yet another attempt at cost cutting. Max's idea was that 2.4 litres would allow manufacturers to take a hacksaw to a V10 with little cost. Usual head up backside attitude from the FIA - the manufacturers just about always design a new engine each year. The move to V8s means that they have to learn how they behave at high revs, firing orders etc so it's more testing which means more money.

I think there's an extension to the required engine life too but I can't remember how many races it is.
