Nothing is black and white, the whole mix up goes beyond just the retailers and also Nvidias handling of the matter. You also have no idea what pricing changes the AIB manufacturers are communicating to the retailers and what level of margin that leaves them.
There's a reason Nvidia refer to the 3080 as the flagship card. The 3090 is not really a gaming card and the 24GB of vram should indicate this. Unless you are doing big 3d renders and such you just don't need this card.
It's a truck, yes it's a lot more powerful than your car, but it's not really built for the average user.

I went some where else and saved £60, and spent that at the same place.

Retailers all have their own different cost bases to pay for and they don't all get the same pricing, it entirely depends on the relationship and volume they are selling.
Retailers also frequently tweak their pricing on certain products in order to entice people into the shop with a hope that they spend more money. Case in point, you saved £60 on a CPU and then spent it at the same shop.
And obviously a retailer wants to charge as much money because businesses are motivated by profit.
