3600x always idle at 1.4v causing high temps and noise

cpu z most likely giving wrong readings have you checked with something else.
Can be it. HWinfo64 also gave that. Something to do with the way the software works.
Sending requests, very often, to the cores, causes it to boost, a simplistic way to explain it.
The only app I'm using to check my temperatures/frequencies/voltage is the AMD Ryzen Master.
Few articles around about the issue.

Simply use AMD Ryzen Master to monitor the CPU and the HWinfo64 for the rest, but remember to close the HWinfo64 after using it, as the software will keep "forcing" the CPU to boost, and increase it's temperature as result.

Yeh using Ryzen Master it shows 1.4v but it varies between 1core running and up to 3-4 cores running, this is idle.

When I use Ryzen Master, with the other monitoring apps off, I get the 300mhz / sleep few minutes turning the PC on. Not all cores, but some sleep, other very low frequencies.
Starting the HWinfo64 while the Ryzen Master still open, would marginally increase the idling frequencies of the cores, if anything, but no boost required. But the HWinfo64 shows 4.2 (using the 3600, not the 3600x).

Im on latest chipset drivers, no monitoring software, using ryzen balanced power plan and temps are 1.44 to 1.48 idle in ryzen master. Not overly worried but it is annoying as the fans are constantly spinning up and down.

I'm sure it's annoying. Hated the feature of the 20c + which kept my previous 1600x's fan fast/slow. Not an issue after going watercooled.

We have exactly the same problem, it’s so frustrating.

yeh majority of the cores go to sleep but the ones that stay active (it bounces around which cores are awake) are at 4.2MHz

No worries, glad it worked. :D
Aye, i should never presume something is 'auto' enabling :)

Still umming and ahhing over flashing to the ABBA bios just released.

Temps never top 70, it may be just off the max boost. May just hang on until it's been out a while.

First things first I have to sort out my case's air flow - taking the cover off (it's a three side all in one piece) drops the cpu to the low 60s (the odd 64/65) when gaming and knocks a good 8 degeees off the gpu...

im holding out flashing to the new Bios as the MSI one is still Beta.

I found a solution for my system in the windows 10 settings.

In "power & sleep" I have a slider for the power mode.
Best performance gets an idle of 1.4v
Better Performance is 1.03v.
Energy saving is the same as better perf.

About to dive into AMD ryzen 3600 myself soon, does this sound good ?

1.Update to latest bios on motherboard
2.Enable Cool and quiet to "on" in the bios and make sure its not just on "auto"
3.Install AMD chipset drivers and choose 'Ryzen balanced' plan from power settings
4.Use AMD Ryzen master to check cpu temps and HWinfo64 app for other temps but remembering to close HWinfo afterwards

Will be using Bequiet Dark rock 4 cooler also, not overclocking or gaming but all my fans are a must to be silent. I may also op for simple 3 pin low noise bequiet fans with 1000rpm so I have no noise.

depending on motherboard a lot dont have cool and quiet anymore well most x570 dont just a heads up:)
