8 hours in Paris... suggestions?

If you get a direct RER B you can be at Gare du Nord in 20mins, then another 30mins ish to somewhere like the Louvre by metro. Most brasserie will have a lunchtime formule which are normally €13-15 for starter-main-dessert.
 
I'd walk along the Seine and around the Tuileries for a bit and find a nice spot for a bit to eat and a beer. As someone else mentioned my favourite memories of Paris are sitting outside with a good food/drink watching the world go by, Paris is as good as anywhere in the world for this in the right spot. I personally wouldn't do the Tower in a short trip. The traffic will eat up your time, get the train from CDG to GDN.

Put together the following itinerary, a "mad dash" but Sunday is for sleep :D

Eiffel Tower
Arc de Triomphe
Notre Dame
Sacré-Cœur,

All on foot so getting from A>B should be fun and get a walk down the Champs-Élysées and a little by the canal.

Will fit in some lunch while walking inbetween stops.

Nothing special about the walk between Notre Dame and Sacre-Couer, i'd take the metro between those two and head up to the Sacre-Couer. The Moulin Rouge is pretty close by for a cheap photo op.
 
Use the Hop on Hop off tour bus as it hits all the main tourist bits where you can jump out, take a pic and have a quick look before the next bus arrives 30min later to move you on the next attraction.
