Basically ive got all my parts in
GPU
CPU and cooler
PSU
Mobo
RAM
turnt it on, got a second of LEDs then it powered off

Look at all the screws make sure there in the center on the holes and not touching anything on the board, (assume the standoffs were in installed) try with on board gpu, remove the 460.

Make sure it's on and connected, perhaps try another cmos reset with all power off.

actually the CPU fan isn't locked, i dont want to lock it becuase i think it will squash my CPU!

I sounds like you are missing a power connection.

If your GPU is like mine (Gainward GTX 460) then it will require 2 6pin connections.

Do you also have the 8 pin and 24 pin power connections plugged in to the motherboard?

The heatsink is not securely attached to the cpu?

Ive got the 8 pin and 24 pin in, i will refer to manual incase any of the power things are wrong, and i have a PCI E plugged into the GTX and one that i got from the box which also powers the fans, im assuming PCI E is the correct plug for it?

lock the hsf! You should be able to pick up the motherboard from the hsf, thats how tight its supposed to be. Stop worrying, the cpu wont be squashed

was the unlockd heatsink that much of a problem?
im wondering if 500W is enough to power the system

As much as this is right, don't actually do it when it is still attached to the case!

If you take some pics it will make it easier to tell what's wrong.
