Not read the whole thread, but that was kinda my thought on the bits I did read. I hope it is two tier system, or what am I paying Prime for?!?!
It is very common just some firms do not make the process very obvious until checkout.
This from Boots, who cannot be considered a specialist store.
Boots is however a chemist, one of the key things many chemists stock are items for use by the disabled or that will be able to have vat exemptions, most will be able to order in things like walking sticks and disability aids in, in addition to those they may carry as stock items.
Hence they'd pretty much be expected to deal with the VAT exemption, my mother (from memory) signed such an exemption for a walking stick from one of the other smaller chemists in our town years ago.
Amazon is closer to a supermarket like Tesco than a chemist.
I agree with OP on the Prime thing, I've ordered some stuff with them and the last few times my stuff seems to take much longer to get to me than it use to, for me it isn't worth having Prime because I buy much of my stuff from other places because I don't like to support such big corporations.

So then you can just continually sign up for free prime trials with a new email address every month. I've done this countless times after they banned my account for "too many returns" when it was actually because they lost a few of my items. I still had a prime subscription and they didn't and wouldn't refund it.It's exceedingly crap how many items on Amazon are now "exclusively for Prime members only".
It's funny because you just can't buy most of these items without Prime.
Which means they are forcing you to shop elsewhere. It's an incredibly aggressive move, and unless most people are dumb enough to just grab Prime because they must shop at Amazon, surely people will just find another retailer.

I don't get it. You clearly like Prime. You like it enough to go through the hassle of setting up a new email address every month for a new account to get its benefits.
You use Prime and like Prime enough to do that. Just clearly far too tight to want to pay for it.
If you like it so much, why not just pay for it? What you will do is just drive up the Prime membership for everyone else.
