It seems the clock control file adds the files automatically.
Something must be wrong with your setup if you cant even unlock voltage control in afterburner. Thats a basic feature that you can enable after install without touching anything.
Which ati drivers are you using?

Using 12.4 as 12.6 was too unstable for me last time I tried it.

I know the older drivers have issues with it. Maybe try the 12.7 beta like im using, just to rule out all possibilities.

I had crashing issues with 12.7 beta too, I'll wait off until 12.8 launches in the next week or so, Trixx will suffice for now.
Apologies if people already know this, but ive only just discovered it and doing it this way has fixed a few of my problems with screen flicker, flash problems, and the GPU not clocking down when idle.
Two ways of overclocking with AMD 7970 cards. The official way using CCC and overdrive and the un-official way using MSI afterburner which involves editing a CFG and cutting and pasting the two dll files into the msi afterburner folder.
The problem is the un-official way throws up some problems in terms of screen flicker, especially when switching between profiles. As well as other problems. It also affects powerplay, meaning cards don't always clock down as they should.
As i recently discovered the best way to overclock is with the official method. Doing it this way you will find less problems with power play and ULPS as well as the other problems i mentioned.
The problem with the official way was the limits imposed by CCC. To get around that do the following.
1. Install the Latest Drivers.
2. Install latest MSI Afterburner. After installing afterburner you must install these clock control files. http://www.sendspace.com/file/r7jys0 & then...
3. Run atferburner once, it will promt you to restart. Restart.
4. Create a Shortcut for MSI Afterburner, place it on the desktop.
5. Right click the shortcut, click properties and in the target box add /xcl.
6. It should look like this
C:\Program Files (x86)\MSI Afterburner\MSIAfterburner.exe" /xcl
7. Open the shortcut. It will says the CCC limits have been increased.
8. Exit afterburner and delete the shortcut. Restart.
9. Load up afterburner. Settings>tick unlock voltage control + monitoring.
10. Now you can overclock using AMD's optimal method. There are no CCC limits and you can adjust the voltage. This is SO much more stable than overclocking the Un-official way using msi afterburner.
I also found this removed the flicker problem and flash problems that AMD users have been complaining about recently.

You shouldn't unlock overdrive in CCC using this method otherwise it might interfere with afterburner.
You can set everything with afterburner once you've done this. Clocks, volts, power level and fan control.
I did this an voltage does not unlock. I have 7850 in crossfire.
edit - also why is it using my overclocked settings from Trixx as default? This method is bugged I'm afraid.
A few questions I did get it to work but when you say unlocking voltage do you mean just I afterburner? Because I can adjust it in there but there is no voltage control in CCC, also I have to have overdrive checked or I get stock clocks.

from what i read about this issue its ati stopped adding something after 12.2 which i think is the file you trying to add.
to save all the trouble maybe try trixx 4.3.0 and just different whql certified ati drivers. i found that ati 12.6 and trixx work perfectly fine together
no editing just install and use with full function
Apparently for crossfire this method requires a different approach according to the guide i found. Heres the xfire method.
AB xcl method above will only unlock the Overdrive limits for the active card. If you have other cards in a crossfire, technically you will have to disable crossfire and plug a monitor into each card and run the xcl unlock process to unlock each card. This can be quite the hassle. Luckily there's an easier way.
Anyways, I extracted the powerplay tables allowing one to edit and not do the song and dance.
*Open notepad, copy paste this in there save it as a *.reg file or rename .reg then merge that into your reg. Edit the "0000" for each card you have. Simply paste/create the key below and label each corresponding key 0000/0001/002/etc for as many entries or cards as you have in the registry. Also with this key, you don't have to create the shortcut sd with Part 1.

**If for some reason it's not working for you, you can simply open up your registry, navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E968. Easy way is Local, System, CurrentControlSet, Control, Class, then scroll down to "4D36E9" set then hit the "68" at the end. Inside you find "0000" files, and each folder represents a physical card per slot. So if you moved card 1 that was in slot 1, into slot 4, that will create a new folder. Try not to move cards around too much because it will create a lot of folders, making it confusing. Also, if you followed my manual uninstall method, your registry should be cleaned up nicely.
Ok, now scroll down to the 4D36E968 folder and extract that folder to some place. Open up some place, and edit the reg file. Basically you just delete everything except the table and header from above. And then simply create more entries as instructed above.

Open it with notepad
Press CTR + F to search for UnofficialOverclockingMode
Set it to 1
Restart

Not officially but they will be soon id imagine.
You're using the unofficial overclock method, which is fine but you will find flicker when you change between overclock profiles and you will also find that once you apply an overclock profile your cards will not clock down until you run a 3d application.
So what does that file you download actually do?
