Looks like the 1070 has 980Ti levels of performance from an early preview on a French site in one of the Nvidia threads
Will Polaris be able to match that for the same money or less? I am getting doubtful

That is pretty good since that is an R10 480. People on that site failed to realise that the RX is Roman numeral for R10 and it's not the 480X that they had running.
The 480 at nano level performance for less than £180 would be a hot seller but the benchmark seems to show that its actually faster than that. I think even a 980ti manages about 60 @1440P and this 480 is matching that?
A 480X could therefore be potentially as fast or faster than FuryX/TitanX level.
Please don't get people's hopes up for a card that's faster than TitanX at £180.

Why? It will likely clock just as well as the 1080 (so 2ghz+ easy)

I doubt it.
GCN (even though it's a new version) clocks lower than Kepler and Maxwell on 28nm. And 14nm is meant to be slightly denser and more power efficient than 16nm, but not clock as high.
So AMD are likely going for power efficiency and IPC rather than clockspeed.

His response was to me suggesting the 1070 won't be a decent clocker. Nothing to do with Polaris
And your comment is out of place in this discussion. There are a dozen others that could have it's place.
If the 1070 has the performance of the 980Ti that means DX12 TW Warhammer going to be pants. Who in right mind want to spend money on it?
Hell even the 1080 cannot have it's price justified, because is beaten by the simple Fury let alone the FuryX/Nano (on the same benchmark).
