That you're getting excited over a 5Ghz 192 core part, despite the fact the Overclock3d article has taken the Microsoft blog out of context and come up with some nonsense.Not sure what you’re getting at or point you’re attempting to make.
The current 96 core parts that Microsoft use can't even manage 5Ghz, so no chance that a 192 Core part will.
Of course there will be a 192c 384t part, but I can't imagine it will be running at 5Ghz+ Given that current 128 core parts can't hit more than 4.1Ghz (and have a 500w TDP)192c384t will almost certainly be the top system config
