Don't see how that will be possible as I am pretty sure that all the OEMs (especially the companies who have LOADS of devices like Samsung and Sony) will not want to spend time and money updating old phones, heck they don't even want to provide the smallest of android updates i.e. 4.1 to 4.2
Unless.......google can somehow provide an OTA update without OEM's involvement but again that just brings a whole ton of problems in if they do that.
Also, I don't think google are concerned about the fragmentation issue:

Future handsets shipping with the new Android Kit Kat will also be coffee proof and in some cases, even dunkable

Google play services is the answer.

The OEMs won't go for it though. They want the ability to customise the software.
Play Services has system-level powers, but it's updatable. It's part of the Google apps package, so it's not open source. OEMs are not allowed to modify it, making it completely under Google's control.
