Don't see how that will be possible as I am pretty sure that all the OEMs (especially the companies who have LOADS of devices like Samsung and Sony) will not want to spend time and money updating old phones, heck they don't even want to provide the smallest of android updates i.e. 4.1 to 4.2
Unless.......google can somehow provide an OTA update without OEM's involvement but again that just brings a whole ton of problems in if they do that.
Also, I don't think google are concerned about the fragmentation issue:

Not half as annoying as people quoting pics on the same page, 2 posts up![]()
Future handsets shipping with the new Android Kit Kat will also be coffee proof and in some cases, even dunkable
Best thing would be to release as an ultra barebones OS with almost everything else downloadable and upgradeable through the storeGoogle controlled updates for everyone

Google play services is the answer.

That is more or less what I have been saying for the last year or two now
Definitely the best method and just let OEMs and networks take their sweet time updating their skins.

The OEMs won't go for it though. They want the ability to customise the software.
Play Services has system-level powers, but it's updatable. It's part of the Google apps package, so it's not open source. OEMs are not allowed to modify it, making it completely under Google's control.

Kind of like the google experience devices except you have easy software to use in order to flash a stock android ROM without having to faff about with unlocking etc. Just plug the phone in and load of the files and hit flash, job done.Mediocre, unsatisfying and fragmented then?![]()
