They do, but that doesn't mean that you've then entered into a credit agreement.

PayPal doesn't get very far when chasing these "debts" simply because they are of their own doing.

They can't actually impose a debt onto someone because of a choice they make with regards to a decision they've made on behalf of a transaction you made privately with another individual.

"Owing" them money is entirely down to whether you go along with their requests.

Very true but I guess it still doesn't stop you getting a knock at the door.

And? You get a knock at the door from a DCA, you tell them to go away, there is no debt, and if they carry on hassling you you'll report them for harrasment.

They can't legally take anything without a court order, which they wont get.
 
Wouldn't worry debt collectors coming to your door. Years ago, someone somehow hacked my PP account, and another guys. Without any email notifications, they added a new bank account on my PP, sent £1546 from the others persons PP account to mine, then withdrew it to the new bank account. Not a single notification throughout the entire thing that this was happening.

After countless emails and phone calls to PP, they ended up saying I was at fault, that they can tell it was me who did it by the IP address, and that they will be pursuing the money.

I did have to suffer through weeks of constant phone calls from a debt collection agency, but I essentially ended up telling them that, I never received the money, you cant prove I received the money, and that I am not paying it. They slowly gave up, and I never had anyone knock on the door about it.

As you can expect, I despise PP after all this.
 
You are just making it harder for yourself, just accept return and refund, which you will have to do after all the kicking and screaming anyway. 99% buyer is a numty and the missing part is in there or he changed his mind.
