FIA. they came in under promises of 40million and other rules.
As crofty and r5l team said, it's a miracle they have a car at all, due to the terms they signed up for.

Also with no testing how they going to improve and do any running.

They couldn't make the testing sessions there where.

Also, iirc they can test in a straight line all they want, the hadn't done that. Hell they barely managed a practice in Australia.

And whos fault is that, mainly FIAs, for promising stuff tat wasn't likely to succeed. I actually feel very sorry for HRT, they have been totally screwed by FIA.

It's HRTs. Virgin and Lotus have managed fine.

There is no reason they couldn't work to a 40m budget and work within their means, and get a car on track.

I'd feel more sympathy for them if they went to the testing sessions, managed all they free practice in Australia, and where just generally slow.

Virgin and Lotus have managed to secure more funds.

Do you honestly think HRT would be over the 107% rule if all teams where on a 40mill budget.

They couldn't make the testing sessions there where.

I wonder, perhaps because they had to over spend last year and try to get a budget that is enough to compete. They are in a situation they did not sign up for and have no control over. The less they race and the more bad press the less chance of sponsorship as well as testing. it's a huge compounding affect.

Absolutely they are almost a joke of a team but surely denying them a chance to improve only does more damage to the credibility of the sport.

And that all costs money, something they are struggling for, as they can't compete and the less they compete and the more bad press the budget shrinks. Virgin and lotus are very lucky they got some good big name sponsors early on.

Whatever RBR are doing with their front wing... McLaren are clearly doing it as well this season :D

That doesn't look convincing at all, it looks like the McLaren hit a bump. You can see the whole nose cone moving a lot. Everything takes a jolt upwards rather than flexing.

The Red Bull on the other hand you can see both end plates flexing towards the floor rather than jumping up and down.

Can see it end plates compress towards the ground at high speeds.
 
iirc, I believe it was suggested a team that doesnt manage to get within the 107% rule should get the equivilent miliege of race day back as testing. I wouldnt have a problem with that personally, there being punished enough by not getting there sponsors shown on TV, we may aswell atleast let them test there car to try and get some performance up. No point slapping them about on both cheeks.

That wouldn't worry me, but how can a team who can't afford to make it to the 3 initial test days with everyone else, afford to organise and go to their own test days??

Surely it is cheaper to go to a test day with the F1 circus rather than hire the track timing equipment etc yourself?
 
They tried and failed badly due to mismanagement and being amateur in a professional sport.

This year they have no excuses, last year they blamed delaria, the FIA everything, but this year, they should have known exactly what to expect.

They new what to expect, but despite what you say, last year has a huge impact on this year.

So are you now blaming their performance on last year instead of the budgets?? You trying out for the role of media manager at HRT?

It's both, do you think one season has no barring on the next season?
Despite things like budgets, to new cars being a revision of last years.
