Australian Grand Prix 2014, Melbourne - Race 1/19

Yup, I don't know how much exactly it's about them not being able to charge enough in one lap. I presume they basically turn off most of the harvesting on a qualifying lap so they have better brakes, but leaves them down on power. Which leaves them needing to turn up the charging in between.

They can use twice as much power as they can harvest. So they'll still harvest during their hot lap.

The 2MJ harvest limit is only the MGUK. The MGUH harvesting is unlimited, so will be filling the additional 2MJ they can use per lap (as they can discharge 4MJ per lap).

I really haven't seen any good info on precisely how much they can charge on an "average" lap vs what they can discharge. I would also presume that this changes from race to race. But it makes sense to me to have a relatively balanced limit. Do they start an out lap with any charge at all? I was under the impression they didn't but I'm not sure. If not then they have one lap to effectively get to full charge, and a slower out lap with less hard breaking.
 
Gonna need to buy Sky F1 so I can turn off the annoying commentary. Brundle and Croft like to chat some rubbish to try make stuff more interesting.

The FIA regs detail the power moving around quite nicely, with a handy picture. But at a top level they can store 4MJ max in the battery, and discharge 4MJ per lap. The MGUK is limited to harvesting 2MJ a lap, and the MGUH is unlimited. The MGUH easily generates the extra 2MJ so they will have 4MJ per lap available. They are not allowed to charge the batteries in pits.
