Well, the Ferrari drivers are complaining about the behaviour of their cars, from the link above:

“I can feel I have the car under me that I had in testing, but it doesn't do the same things, it's not doing exactly what I like here and there, and that's why I'm lacking confidence,” he explained.
“I don't think it was awful, I think here and there there were bits that were really really good, and [that] we can build on.”
Leclerc admitted that FP1 had been “very positive” but said he was struggling to get the tyres switched on and cope with the wind in FP2.

About comparing last year and this year:
Hamilton did 1:23.9, Vettel did 1:24.45, FP2 2018
Hamilton did 1:21.1, Vettel did 1:21.8, Quali 2018

Hamilton improved his time with almost 3 seconds.
 
Exactly. FP times mean nothing.

By that logic, couldn’t Ferrari improve by 2 seconds?

A poorly performing Ferrari could beat Merc, if there’s time in the car. Personally I don’t see anything other than a Merc pole and a Ferrari win but we won’t know until tomorrow.
 
Yup. Lewis was a 1 time champion at that point.

Only 10 of the 22 in F1 now as well. (well...11 if you include Ericsson being Salfa Romeouber's test driver)
