Someone on reddit got a more complete transcript of the Ricciardo/Max/pit radio in Q3 and it paints a dim light on Ricciardo
So despite an agreement to switch who goes first each race which is pretty common in F1 (Rosberg/Ham did this throughout their time) precisely to avoid issues with arguing over who goes first Ricciardo having had Max lead throughout France and obviously knowing whose turn it was slowed to force Max ahead in each of the three runs and they complained about fairness to the cameras afterwards.
Also as he slowed significantly on each lap it's quite possible if not probably he ruined tire warm up for both him and Max on all three runs, with tire warm up being really important this year Ricciardo is probably the reason the Haas managed to split both of them. He also seems to have had a plan to do this in the same place each time. So he tries to seemingly gain an advantage in each run then complains about how he's been treated unfairly.
Then I'm still struggling with the concept of a tow. When Ham/Rosberg mentioned it, it was always about who was last over the line and got the most optimum track conditions, I haven't ever heard a single driver talk about having a tow from your team mate from ~ 5 seconds back, no one mentions tow except when Ferrari or Mclaren do a run where one driver does an extra lap to give a tow on one straight then get out of the way because that's the only way it works.
Run 1
Turn 3:
RIC slows down just before the corner
VER overtakes RIC into the corner
VER: “Why is Daniel swapping?”
VER’s engineer: “I don’t know. Carry on.”
VER slows down
RIC overtakes VER
Run 2
Out of turn 3:
RIC slows down, putting his car in 1st gear, doesn’t pick up the pace, waiting for VER to overtake
VER: “Mate, what are we doing?”
Out of turn 4:
RIC slows down again putting it in 1st gear again, waiting for VER to overtake
RIC’s engineer: “Come on, mate. You need to pick it up, otherwise we’re not gonna get another lap. Let’s go.
VER: “Uhm… I think it’s his turn to go for this Grand Prix. So, tell him to speed up.”
RIC (moping): “There’s no point in me running…”
RIC’s engineer (interrupts): “Get on with it.”
RIC (frustrated, raising voice): “…Punching a hole.”
RIC starts to pick up the pace
RIC’s engineer: “Get on with it.”
RIC: “Let’s at least go one for one.”
RIC’s engineer: “You’ll get a go on the next one”

Out of turn 3:
RIC: “What’s the margin?”
RIC’s engineer: “30 seconds.”
RIC, upon being answered, slows down dramatically, waiting for VER to overtake him
VER: “GP, what’s going on?”
VER’s engineer (worried about getting in a good lap): "Overtake him, mate. Just overtake him. "
VER: “No. Last weekend I was in front. Now he’s in front. Come on, man.”
RIC starts to pick up the pace

VER: “No. It’s discipline.”
