It's not just the impeding it's the consequence of it. Russell impeded Kyvat and Kyvat failed to make it to the next session, Hamilton may have impeded Kimi but it had no consequence as kimi got through.

Maybe it's Ferrari's way of screwing Leclerc over before race day. If Vettel's car is broken, then both cars stay in the garage. Can't be out qualified if don't qualify.

Because it was a race for position not a qualifying. Like I said it's the consequence of the guy on the receiving end of the impeding. When Ric impeded Russell last race Russell lost 3 places, had he not Ric would probably have got away with that part.

Seeing the odd report that Hamilton is indeed getting a 3-place grid penalty for impeding Kimi. Not seen any official confirmation yet though.
