Surely modern tyre technology and the cars they should be able to race no?
In terms of grip and aquaplaning they could easily drive the cars, in theory.

The issue is with modern aero the water the tyres throw up creates so much spray visibility disappears. I watched that Suzuka race and the the spray, for the most part, wasn't as bad as even the laps to the grid today. Create better tyres means even more spray than now. So there's no point in creating better wet weather tyres as they wouldn't be able to race anyway.

The added problem today is the spray is lingering badly, like a thick mist, unlike even yesterday.
 
They are not at all talking about the actual floor of the car hitting water lol. They are talking about the saturation the tyre and its inability to drive the water off it leaving rubber to make contact with the tarmac lol.
LOL, even your own link clearly shows this lol, no car setup will effect aqua planing or not, road cars lorrys and tractors can all aquaplain.

A wet setup is regrind heightening thr car becoase of the much larger downforce they put the car under to drive the tyres through th water.
 
So, they can change Perez to a fully wet setup and he'll already have 3 laps more fuel than the other cars just through his not running behind the safety car.
 
At any point where the underbody could physically hit standing water ... the tyres will already have been overwhelmed and already started aquaplaning. As Entai has said - it's never happened where the underbody aquaplaned first, and 85-99 was in the era before the plank where the entire underbody generated downforce by scraping the tarmac and had all sorts of technology like active suspension to help them do so...
 
Do modern F1 cars run a higher ground clearance compare to old?

Depends what you call old.

Pre underfloor plank, yes the cars ran much lower ride height.

Introduction of the plank automatically raised ride height compared to pre plank.

Even post plank years, ride heights vary a lot depending upon track, weather, car design all sorts.
