Bin men don't lift bags left outside the bin?

This might seem petty but annoyed me so I thought I'd ask the question before I go kicking off down the phone to the council...

I left the bin out yesterday, it was overflowing with bin bags so much so that the lid wouldn't shut. I left a bag on the top which meant the lid was half open. I also left a bag at the side of the bin.

They took the bag holding the bin lid open out of the bin, emptied the bin then left the 2 bloody bags sat at the side of the bloody road?!

What kind of braindead moron would do that?

The health and safety point is moot because they had to go into the bin to lift a bag out in the first place!!

Is this some rule for councils or just a retard on the job?
 
And yet they have cut down from every 2 weeks to every 3 or even 4 weeks in some places. Logic please!

Doesn't matter for me, we recycle so much that the general waste bin is only half full when it gets emptied every 3 weeks but can see how other households struggle.
 
Lid has to be shut, has to be left on the public path, has to be fair weather.

Also they just took away the reasonable size bin and replaced it with one half the size. Exactly half the size, not hyperbole.
 
It's not H&S, your council will have a contract with a waste management company to clear a certain amount of waste based on an average usage. Trucks are weighed to calculate usage but as a fair usage policy they will not collect overflowing or overweight bins, otherwise they might not have the capacity to finish their round if everyone had an overflowing bin. You're lucky they still emptied the rest of the bin, around here if the lid doesn't close they don't touch it.

Make friends with your neighbours, or sneak a few bags into their bins before the lorries are due.
 
One thing I don't understand is that every household gets a bin of the same size, Band C property, single occupancy discount, one medium sized bin collected every two weeks.

Band E property, 5 residents, no single occupancy discount, guess what you get the same bin!
 
Round my way they will take bags that do not fit into the bin but they have to be the correct bags. Recycling has to be in clear see through bags and general waste has to be in black bags. Anything else and they will not be taken.

It was quite funny when I was getting rid of all the polystyrene from my kitchen build recently, I had broken it all down and placed it into about 8 black bags and placed them next to the bin. The first bin man saw the pile and called to his mate for help, then started laughing heartily when he picked the first bag up and realised that they were all as light as a feather.
 
OP, do you get a sheet through your door once a year with the collection dates? I get it every year and the council includes another sheet reminding you on do's and don'ts on what to put in your normal / recyc / compost bins, and what you can place outside of a bin. If you don't get such a sheet then go on the council's web site and look up their bin policy on there.
 
next time leave a big poo in your bin, then as you watch them empty it into the back of their lorry you can feel all smug and warm in the knowledge that you poo'd in their truck
 
Councils have to meet EU targets on the % of waste recycled. The bin men are under pressure not to take waste outside the bins so as to minimise the non-recyclable waste. All we need now is an EU target for reducing the number of rats we have as a result :mad:
