I'm currently downloading SDK Base 2007, but it's decided to download both 2006 and 2007 for some reason. Do I need the 2006 for 2007 to work?

Why don't you just save yourself the hassle and download TF2 or any other Source game?

I had a bunch of other source games already installed but I installed the 2007 SDK anyway. It was only 10MB. Although already had 2006 installed.

That + it being a different size leads me to suspect that's not a legit file tbh

Would appreciate someone with a faster connection than me confirming if that usenet copy works given it has a different filesize (even accounting for PAR files) to the torrents and direct downloads.

It works fine you will need the par files as it is currupt but is fixed with the pars. This is what you end up with then run the setup it extracts all the needed files to steam.

Yes. You only need the SDK if you don't have a Source Engine game installed.
