It's definitely not brass, I think it's Zinc Yellow Passivated steel. If it was brass, you could knock it off with a hammer. I do think you could get through it with a dremel with reinforced cutoff wheels, or angle grinder though.

I stand by my thermite suggestion. Mix it with some playdoh, wrap it round the brass bit, job done.

tbh a angle grinder should go through the brass np

Jigsaw + intended for metal blades = very slow grinding effect and the blades don't like it

Use stern words. It's the only way to be sure. Or, alternatively, offer it cake and cookies if it complies.
Use a 1mm metal drill bit to make a hole in the broken key. Then use a small screw (or just anything that fits in the hole and angle it) to pull the key segment out.

You could pee on it, i hear its good on jellyfish stings and padlocks.

Easy. Get a couple of drill bits just a bit bigger than the top hole on the zinc coated bit and drill it out getting bigger and bigger each time, will take a while but it will work much much better than any sawing attempt and better than drilling the lock on this type of padlock.
