Unless you have a diamond cutting disk or drill I suspect your tools are not going to be up to it. The locating pin looks like a coated hardened steel, and so will the body and pin of the padlock be. You might be able to drill out the barrel of the lock... but the body of the padlock has been designed to stall a drill bit big enough to do the job.
Long and short of it, if you wern't the muppet that broke the wrong key off in the lock then bill the muppet who was for the locksmith bill.
Use pretty much any saw, drill. They ar designed to stall, not to stop a prolonged attack, might flake awhile but you'll get there. Or borrow a oxy propane touch and try not to set thenoffice on fire.
