Travis is a super soldier though, he has been specifically stated to have a bunch of enhancements from the outset and we even saw that he's a test subject from an abandoned super soldier project, but he's the only one. The future soldiers are all tech and training.
As for how rushed it is I'm not convinced it's a lack of budget that's been the problem, it's more a lack of direction. There's been no shortage of expensive set pieces, it just seems like the focus is on the wrong things (Julian deciding to embrace being Theseus and help with baby Kagami as a 10 minute subplot during an episode for instance). They really seemed to have no idea what to do with this new faction (Brad's guys) besides introducing some new threats so Kiera didn't end up fighting Travis and Garza every week and now with a reduced episode count they realised they have to use them but still have to deal with the remaining member of Liber8 and the Kellog/Alec stuff. Personally I would have liked to see them touch a lot more on the whole freelancers thing than introduce a new faction right at the end that apart from Brad and the other shady leader guy are just a mass of faceless goons.
