'Helen' the single parent from Yorkshire complaining about her 11 year old daughter. Bemoaning nobody is there to help her control the child. 11 years old and she's beating up her mum. Not only is that an epic level of parental fail to have an 11 year old that's that violent but also an epic fail to be beaten up by your 11 year old.
You only have to extrapolate from that age data though to see why we're having such problems with older teens.

Well for starters the NPCC claim it’s due to reporting differences.
“When a young person is behaving in this way towards their parents there is a high likelihood that there is some sort of mental distress involved and that young person is communicating that they do need some support and too often that support is too hard to access.
"People are reaching out for support and not getting it and often having to resort to calling the police as the only line of support."
Hmmmmm government reduced social services and support for parents like these and this is the result. I’d love to just blame it on poor parenting but this is also the result of poor social support for those struggling. We need to be pouring money into social support, everything from prisons to schools to mental health services are struggling due to cuts and lack of investment, and we’re seeing the result of it now.

I have no reason to distrust them. I understand why they might be covering their backs but like the increase in rape cases I’m willing to believe it’s down to reporting methods and an increase in willingness to report these sorts of crimes (especially with the lack of services).
As has been pointed out to you already, sure that could put a plug in the problem but how do you go about enforcing it.
Perhaps rather than the slippery, prevaricating Politician's response of saying "I refer the questioner to my earlier replies" you could repeat clearly how exactly (in a libertarian sort of a way) you plan to stop those who you deem to be "feckless" from having children?I've ppointedout many methods of enforcing it.
