Salvage them. Useless for alts, for the most part, due to the level restrictions on them.

Only playing on wt1 and im level 17 rouge, ive been finding the dungeons ive come across impossible when i get to the boss
You should have some nightmare sigils in your consumables, right click to activate and then go to dungeon. You can also craft higher tier signals at the occultis.
No idea about rogues but surprised you are struggling so much. Hopefully someone a bit more knowledgeable can help.
I shall have a look for them again but didn't spot any before.
Good luck and barbarian is pretty fun as you get to carry 4 weapons
Only have potions and whispering keys in my consumables area.

Tried the tier 4 capstone and smashed the normal mobs but the first elite 2 hit me when i missed a dodge. I'm level 56 and can't do any nightmare dungeons and the normal ones are ridiculously easy. What am I supposed to do?

I think nightmare sigils drop in the hell tide events. I've got tonnes now but they are all level 1-3 and are still no challenge for me :| Level 61 or 62 now.Only have potions and whispering keys in my consumables area.

Got a few after my post. Tried tier 1 but still very easy. Got a 2 and 4 to try next.

For NM tiers, the mobs increase 1 level per tier, and it starts at like 53, so tier 10 would be 63~, tier 20 73~ etc. I wouldn't really bother with anything less than about 10, and I wouldn't really focus on them until you can do like 20 comfortably.

Optimal XP gain in NM dungeons you should be doing sigils that are (Your Level - 51) this will give you mobs that are 3 levels above you for the 25% xp increase.
A group of 4 of us took on the Capstone dungeon last night for world Tier 4 but were severely underlevelled at an average of 56 - must have done 15 attempts before we decided we definitely need to either get very good or level up!

My druid nearly stumbled across a game breaking bug - had filled the quest inventory with over 2000 Druidic Spirit Blessings, but got to a point where every quest required picking up a item, but couldn't as the druidic spirit blessings filled all slots which couldn't be dropped. Had to go and put 1 slot into the cross account stash, which then freed up a slot to pick the item up to progress the quest.
Build checked as well - loaded up with legendary armour and now don't need to use health potions - whirlwind, bulwark and pulverize with constant fortify is nuts.

You can get some nightmare sigils by doing the Tree of Whispers activities ... the cache you get as a reward usually contains one or two.
I'd say sell them, they scrap like a normal lego for mats but sell for quite a lot more.
