how have you and a mate not hit that?
1)Maybe she did like you, but you left it 9 days to go back and ask for her number. You should have gotten it the first night while you were fresh in her mind. You didnt tho, you left it 9 days which is a lot of time for her to meet other guys at work in the meantime and for her to forget whatever good impression you may have made on her - you became a nobody.
2)Once you got her number you told her you were going to call which made you predictable.
3)she blew you off and you didnt call her on it.
1+2+3 = a predictable nobody who aint man enough to call her up on fobbing you off.
So, is it any wonder she isnt interested?

The slightest chance you even had was blown when you didn't ask for her number the first time she chatted to you.
To come back to the restaurant again just a few days later, on your own, then attempting to ask her for a date just looks rather sad and desperate.
