Bah that sucks if true - I find games with either sensitivity scaling with framerate or untweakable split X and Y mouse multipliers totally unplayable and there is no excuse for dropping the ball on those aspects in this day and age.
Performance issues aside, I'm enjoying it very much. Same look and feel as the first game and the world does seem to be more* open.
*To be fair I've only spent a few hours in the new location after the first bit!
Bethesda site is playing up for me so can't get the original statement, couple of sources here though. Effectively they are no longer sending review copies out until 24hrs before release.

Yeah I think they figured that if they only delay review copies for games that are complete turds then people get wise to it, so they decided to do the same for all their games...
Game is superb.. playing low chaos as Emily.. love trying out different ways to clear certain areas spent 3x as long as i should have as I keep f9ing certain areas..
Atmosphere is really good too and the sound positioning is also top notch can pin point where people are in rooms etc just by there voices.
Ultra at 3440*1440 dips to 30 fps outside. Just choppy, nauseating and generally horrible to play. Lowering settings does not seem to help much either.
I genuinely can not see how you are getting that performance. Are you playing at 1080p or something lol
Also getting graphic glitches, black lines through buildings, like seams.
