Does something need to be done about dogs?

First one of 23? Took less than 2 weeks.
All is OK though.

Time doesnt have a concept of years end. Its not like at the end of the year the dogs community said 'right dogs no more attacking people'. Ah Rover for gods sake it hasnt even been two weeks yet.

Yes but humans do. We're human. Well, I'm not sure about you. Humans frequently use years, or time at least, as a way to measure the frequency of events.
You'll frequently notice that statistics are collated per year.
I know this might be complicated for you however.

TOOK LESS THAN TWO WEEKS SINCE THE START OF THE YEAR! Is meaningless.

You could have said it has been <time> since the last one but you wanted to go the Sun route and try to dramatise it like an Eastenders episode.

Wonder if she was walking one dog and not 8 she would have died.

Extremely foolish taking that many dogs at once, its impossible to control them all.

Dogs are dogs they do what dogs do.
License dog ownership it is an annual fee and a tax.
Insurance of the dog as well. A further tax further money maker.
Tax and license all breeders and enforce all dogs must be chipped and neutered.
Any dog not chipped - will be taken away and destroyed.
All dogs bred are neutered and chipped only licensed and taxed breeders can breed dogs.
Again any dogs outside that rule and not chipped - destroyed.
Cost - civil service and council budget for dog catching and checking has to rise. As well as a link with RSPCA and checking breeder applications.
Bonus - tax - even a sales tax on every dog maybe
No more stray dogs shagging and generating pups everywhere (destroyed)
No more chav dogs all wanting some staffy type mongrel. No chavs able to afford the license or the chip or the insurance for a dog.
Problems - it costs the civil service and councils to maintain it .
Who cares a few people die each year from some maniac dog mauling?
That is where we are.

May be tiny for us, but it creates a scared, fearful dog which are even more unpredictable.
It’s still causing pain and making an animal uncomfortable which is wrong.
The RSPCA, Bluecross and Battersea Dog Home all determine that they are cruel, dangerous and harmful. I think I’ll follow their lead rather than a dog trainer who is presumably selling a service…

It turns out he was talking about vibration collars rather than shock collars anyway.
