Does something need to be done about dogs?

Dogs are dogs they do what dogs do.
License dog ownership it is an annual fee and a tax.
Insurance of the dog as well. A further tax further money maker.
Tax and license all breeders and enforce all dogs must be chipped and neutered.
Any dog not chipped - will be taken away and destroyed.
All dogs bred are neutered and chipped only licensed and taxed breeders can breed dogs.
Again any dogs outside that rule and not chipped - destroyed.
Cost - civil service and council budget for dog catching and checking has to rise. As well as a link with RSPCA and checking breeder applications.
Bonus - tax - even a sales tax on every dog maybe
No more stray dogs shagging and generating pups everywhere (destroyed)
No more chav dogs all wanting some staffy type mongrel. No chavs able to afford the license or the chip or the insurance for a dog.
Problems - it costs the civil service and councils to maintain it .
Who cares a few people die each year from some maniac dog mauling?
That is where we are.
None of that works unless you enforce it so heavily that it is impossible to breed in a back alley... And just like there are laws against growing cannabis, or speeding on the road, or driving without insurance, none of that has any effect unless you actually catch the people that are doing wrong.

Or do people really think some thieving chav scum wanting a pit-fighting status symbol will be fretting, wringing his hands and wetting his pants over "not being able to afford the licence"?

It's always going to be the problem, the people who are responsible, train/socialise their animals and control them properly, will always pay the license and do whatever the law says, because they're responsible..

I think in this case, the woman was walking seven dogs and was a professional dog walker, I don't see how you can be in control of that many dogs at once - it's just stupid and irresponsible. If those dogs were being walked normally, (say no more than 2-3 at a time) I imagine this almost certainly wouldn't have happened.

Half of these problems, have nothing to do with the dogs - it's people being bloody stupid, or not thinking/caring about what they're doing.

Was she killed by the dogs she was walking?

I'd be surprised if all 8 dogs she was walking was involved in the attack. It was more than likely a single dog that was triggered by something. I don't believe this has been revealed yet, but shouldn't be hard to confirm how many were involved.

Lol do you understand how reproduction works? If you neuter all newly born dogs, then there will be no dogs left with the ability to reproduce.

Yep, not to mention a lot of dogs who are very ill, as male dogs don't develop properly if they're neutered too early and can end up with really bad health problems.

Exactly, dogs shouldn't be neutered until they've reached adolescence. It would be like removing testosterone from a boy - he would end up developing all sorts of problems.

Had a run in with a **** dog owner today. I was running in my local park and suddenly become aware of a dog in full sprint heading directly for me, it runs just behind me, circles around and runs back in the direction it original came from. I looked over to who I believed the owner was, shook my head and continued running, only to be aware the dog started to sprint back towards me.

At this point I removed my earphones and shouted over that they should have control of their dog, and as I removed my ear phones, heard the owner shouting the dogs name to no avail.

I have no idea what the rules are around having a dog on a lead, either general or specific to this park, but if your dog isn't obedient to voice commands it should be on a lead regardless.

The dog most likely didn't have any bad intent, you probably looked like fun. My vizsla used to chase after runners and cyclists, then they start waving there arms around and its even more fun, luckily she grew out of it.

Ridiculous to buy an animal with the intention of neutering it.
Pretty much what Hitler was doing with the Jews.
Take it as it is and accept full responsibility or don’t have one.
Don’t mutilate animals, especially not in this barbaric way.
If you feel the need to neuter your animal DON’T GET ONE!
For this reason alone I would only own a mare when I had my horse.

Might have been a young dog - they can get carried away at playtime and run around with boundless energy. It needs better recall training for sure and I hope it gets it.

Problem with that though is I'm non the wiser as to the intention of the dog. I've also had excitable dogs run after me from behind before, get tangled in my legs and sent me stumbling.

Really grinds my gears with dog owners when they don't even have the gall to apologise. I also refuse to believe that owners know their dogs intentions, no dog bites until it does.

I hear what you are saying, I've always been embarrassed when my dogs jump up at people etc and would always apologise as I understand that not everyone appreciates it. I have no fears about my dogs ever biting anyone, most of the time its breed/genetic and how they are raised.

I think there should be restrictions on how many dogs a person can walk.

On the LBC they had a whole show about the dog walker story. All the other dog walkers say thats way to many dogs to be walking at the same time. It creates the pack mentality.

8 dogs is way too much.
