I think the most scary thing is that they can take control of your phone and broadcast whatever sound they like through it.
And in, exactly, what instances might this be used anyway? A case of national emergency such as what?

Works in the US. When I lived there it would go off a few times a year for the following reasons:
- Approaching hurricane
- Tornadoes spotted
- Golfball sized hail
- Adbucted children twice
Seemed perfectly reasonable to me

Just checked to see if mine were switched on in Android. The 'Emergency' settings are under Settings > 'Apps & notifications' > Advanced > 'Emergency alerts' at least on Android 9 they are.
I'm on Andriod 9,1 and I do not have Apps & notifications in settings, just notifications on it's own. If I scroll I don't find Emergency Alerts, but if I search for them while on the Notifications screen, they appear.
