We all know that this rule which was brought in, saying that the refs would choose when to stop play so the players wouldn't have to kick the ball out, hasn't been implemented properly/worked.
You still see teams all the time putting the ball out to be sporting while the ref does nothing. Everton should've stopped play when Denilson went down, especially considering the situation (i.e. no-one challenging him, in full control of the ball).
Arsenal and Wenger get slagged off all the time for not being sporting enough, when Moyes and Everton do it no-one seems to bat an eyelid.
From the referee's point of view the rule has been implemented properly. The only problem is that some players continue to knock the ball out of play. Everton done as they were supposed to and carried on playing and left it to the ref, just like Arsenal did in the first half when Cahill went down after a strong challenge on the half-way line.

It may have been clear that something was wrong with him but it was equally clear that whatever was wrong with him didn't need immediate medical attention. He just pulled up as if he'd tweaked a muscle, the game didn't need to be stopped.
The rule was brought in to try and keep the game going wherever possible and to take the responsibility out of the players hands after a few controversial incidents where teams played on/didn't return the ball etc. Everton didn't do anything wrong just like Arsenal didn't when they played on earlier in the game too.
edit:And had the ball rolled to an Arsenal player in a position where they could have attacked, I don't think their fans would have been calling for the game to be stopped.
