You buy the song on Google Play and it will sync to your Google Music Web Player and Google Music Mobile app.
Use Music Manager to download the song to your PC harddrive if you'd like as well as upload your already owned music to Music Google
Then in the Google Music app on your phone you can "Pin" the songs/playlists you want to physically store on your phone for when you don't have a connection to stream.
If the songs aren't updating on the app, go to settings and press the Refresh button to make it check if your music has been updated.
PA has a quick reply and a pop up option for SMS.
