European court: You are allowed to resell your steam games

The games on Steam that I don't want to play are probably worth £3, I bet all those 'crats in Brussels have already spent a trillion on just talking about this.

Stop doing stuff I don't need, like straightening cucumbers, freedom to work in crappy backwater European states and reselling my three quids worth of games.
 
How can the developer/publisher make sure the person who originally bought the product is not still playing the game after selling it on? It's the equivalent of renting a DVD and just ripping the film but in this case the DVD doesn't even have the basic copy protection they do now.

Perhaps the original key could be scrapped & a new one issued along with the transfer ?
If losing sales could lead to developers avoiding PC games then perhaps a compromise would be to have a set time limit before the game can be sold on, say 3 months or so.
How many of us wait for some titles to come down in price as they always do? Is that just a loss for the final retailer or does it somehow end up back at the publishers etc with some kind of refund system similar to unsold magazines
