He's hardly done poorly, and considering Perez has gone to McLaren....

Valsecchi will be the first GP2 champion to not then move to F1 (ignoring Pantano), and I think that shows that the system is broken.
Even the GP3 winner gets an F1 test, but winning what is widely recognised as the premier feeder series for F1 means nothing if you don't have enough money.
Not really, at least not in Valsecchi's case. Taking 4 years to win the championship and doing that against a weak or inexperienced field is not particularly impressive. Caterham may give him some running as a test driver or something along those lines.
GP2 is pretty expensive in itself, and who do you think brings the money for it?
As I said, the GP2 field is poor right now. Formula Renault 3.5 is where the competition is strong, and Robin Frijns just won it in his first year (with relatively little racing experience) so I rate him above any of the GP2 front-runners.
Interesting that Kovalainen basically said he won't bring money in to stay in next year, which in my mind seems like he won't be coming back next year.
My prediction long term, is at some point Senna becomes the second driver at Ferrari.
Just to keep up a trend of reasonably good Brazillians as their second driver xD

Frijns doesn't seem to be on any F1 teams radars either.
Yet a 2nd tier national touring car driver from Japan was signed to HRT.
Frijns has been signed as Sauber's reserve driver next season.
