But how do you know he wasn't carrying surplus fuel. He may have been "heavey". We don't know for sure.

Personally i'd rather have my package set for the first race by now, so you can have some set up work done for bahrain.
They all come out with the aero update balls all season long. Smoke and mirrors, atleast webber was honest and admitted the car was pretty much as it would run in the first race.
That will be red bulls advantage if they are confident in the car they will be starting with.
The problem with your statement is, the drivers know very little about what is going on to the car. The 1st they know about a update [or new part] is when its fitted and they are told to run it.
