No. 980ti is capable of many fps in 1080p, so it should be capable of much more fps than amd cards in higher res. Your argument completely does not make any sense.
You are saying that if a card is faster it is allowed to drop more fps when resolution is increased? You can spin all you want with %s, but end result is this: 980ti is much less capable at higher resolutions.
besides, how is your argument still valid if I use Titan X and not 980ti? According to them charts Titan X lost even more fps than 980ti. It had so many fps to begin with so it was allowed to drop some and it carelessly dropped too many, and it ended slower than 980ti
