Not really. Although the gap has closed up, those in front of him have been give a free stop and the damage has already been done. If he could have overtaken Rosberg earlier he wouldn't be stuck in 7th at this point…

The wheel should always be left attached to the car, unless it is unsafe to do so.

If they retire with a general mechanical failure on track, they have to refit the wheel as it makes it easier to move the car out of the way.

If they don't it's a €10,000 fine iirc.
