They don't have to when they retire, especially if they need to make a rapid exit.

The wheel should always be left attached to the car, unless it is unsafe to do so.

If they retire with a general mechanical failure on track, they have to refit the wheel as it makes it easier to move the car out of the way.

If they don't it's a €10,000 fine iirc.
