Baku had explicit 'Event rules' that are separate to each track, it was deemed more of an issue at that track so they clearly outlined another ruling for that weekend prior to the race.

Kimi did it while racing Ricciardo so it was deemed to be dangerous and as such received a harsh penalty
Hamilton had to go off track first before rejoining, also note it was during the safely car and nobody was near him or even at racing speed.

Yup. When they has EXPRESSLY been told not to cross the white line on the pit entry, and yet Raikkonen still did it. IIRC the rule was, if all 4 wheels went to the left of the white line on pit entry, they HAD to enter the pit lane. He didn't. So yeah, penalty was correct.

It's funny that the FIA manage to enforce rules on Hamilton that have never been enforced before. The other other 4 people who have been penalised were all for breaking a order in the Race Directors briefing. Hamilton did no such thing, but still, penalty.
Reminds me of the shambolic 2008 Spa Grand Prix where Hamilton apparently broke a rule that at that time didn't exist... Was only a 'gentlemens agreement'.
