Yes true, it's a recent change to new contracts. Old contracts/PAYG agreements are unchanged.
They might say you are not allowed to tether, but as said above they don't stop you so ?
Yep there's a block that disables all data as soon as they detect a non-mobile OS using data.
So it's still possible to tether to a tablet or another phone, but if you try and tether to a desktop/laptop/etc it shuts down all data immediately.
I'm just leaving giffgaff after 4 odd years as their data speed is shocking for me now.
I've gone to O2 and as a test I did a speed test on giffgaff and then on O2 from the same phone in the same place a couple of minutes apart, H signal.
giffgaff 0.85 down 1.24 up
O2 4.59 down 0.77 up.
Also giffgaff are just about to change their pricing. Unlimited internet will soon cost you £20 if they do it at all.

This is simply not true, just to prove the point I am now tethered to my moto G posting this reply with the motor G providing my internet connection to my main home PC. (motor G connection is being used as a wifi hotspot)

But you've already told us that you are NOT on a contract taken out since the changes came into affect...

Only if you put the SIM in a device that isn't a phone does the SIM get blocked.
It's 100% true, I'm on Three and have tried it.
The point I'm trying to make is that Three do not offer any way (as of NOW) to get unlimited tethering. If there is a way, then please show me as I'd like to move on to it!

But as I am trying to explain to you: tethering works just fine to a PC (or other device) on PAYG even if it isn't technically allowed.
