10/10 should mean perfect, which this game isn't.

That's not saying it's at all bad, but it's far from perfect.

'if you read the IGN review, in which they gave the game 10/10, they state that the score does not mean that the game is perfect, but that it does something unique or groundbreaking or is the best of its kind at the time etc.'

They give the score, they can say what it means.
 
Both systems are reported to struggle with intense mayhem. The PS3 is meant to suffer from a bit of slowdown when you load the game up which settles down after a while.

I think some of the 360 framerate and pop-up issues have been reported from the pirated copy which may have been burnt to disc incorrectly or an problematic source.

What I can say is do not expect perfection. The merit of this game will be its longevity, its ability to engross you, its attention to detail, its wit and the the ability to break off from the grind and do what the hell you want. No game covers this at the moment and most games last a days hardcore play these days. GTA IV will be worth it, on either platform :)
