Again, I didn't see the incident so can't be 100% certain what happened but..... If the ref blew for the offside before the penalty incident then it's offside, anything that happens after doesn't matter. If the lino flagged for offside but the ref didn't blow then they first have to check the offside and then assuming it is onside, they then have to check the penalty. If they decide the pen wasn't clear and obvious, they then have to go back and award the offside decision. It seems strange but var is only used on pens, goals and red cards so if they don't decide it's a pen then the var review of the offside is null and void and they stick with the offside decision by the lino.Yes they did give off side but they'd ruled off side out before they checked if it was a pen then gave off side

The lino's flagged so the onfield decision is offside so to check whether the penalty was a penalty they first need to check whether it's onside. If it is then they move on to check the foul. If they decide it is a foul then the penalty is given. I can only assume that the ref didn't actually blow for the offside, just that the lino flagged for it. The game only stops if the ref blows, not for the raised flag. In that case they can check whether it's a penalty using VAR and part of that check will involve checking the offside before checking the foul. As soon as they decide it's not a penalty (or a red card or goal in other situations) the initial offside check is scrapped because it's no longer relevant and the linesmans flag stands.They checked offside (he looked onside), possible handball and then possible penalty and then gave the free kick, assuming the on field officials must have blown for the free kick but then why did VAR send so long reviewing it?
